Do pallet trucks need a LOLER inspection?

Do pallet trucks need a LOLER inspection? It’s a question we are often asked.  Before we answer it, we need to define what a pallet truck is.  Whether it’s powered, partly powered or totally manual, a pallet truck only lifts its load to about 200mm.  It must not however be confused with a high lift pallet truck which lifts its load to about 700m.

A pallet truck is designed to lift a pallet just clear of the ground so that it can be moved from one place to another.  The HSE consider that the consequences of of the load falling off are very low, therefore LOLER does not apply.  The unit will however, still need inspecting under  PUWER.

High lift pallet trucks may sound similar but the important difference is that they lift substantially higher.  In view of this, the consequences of a load falling off are considerably greater.  These trucks therefore most certainly do fall under both LOLER and PUWER and must be inspected to ensure they comply.
